Duties and Responsibilities

Commissionaires Nova Scotia has been contracted by the Halifax – Dartmouth Bridge Commission (HDBC) for ensuring compliance with the stated mission of the HDBC.  That is, to provide safe, convenient and reliable passage for its patrons in accordance with HDBC By – Laws, Policies and Procedures and Site Work Instructions issued by Commissionaires Nova Scotia.  The Shift Manager is a key position in meeting this objective.

Due to the nature of this assignment, it is imperative that the Shift Manager maintain a high standard of performance.  The Shift Manager must present a professional image, including dress, deportment, and remain impartial, firm, but polite in all dealings with employees, client stakeholders and the visiting public. 

This is a supervisory position and, as such, the Shift Manager has overall responsibility for the shift personnel and will act as the senior manager outside of regular business hours.  Duties include but are not limited to:   

1.      Human Resource Management

  • Recruit and select qualified personnel according to established recruitment processes;
  • Assign duties to personnel on shift;
  • Develop and coach employees to meet required performance standards;
  • Initiate and schedule required training and development opportunities to ensure staff are compliant with the stated objectives of the HDBC and ensure staff meet all performance expectations;
  • Directly supervise, coach, develop and discipline, as needed, Toll Booth Operators, Bridge Police and Control Room WO;
  • Direct the cost effectiveness and efficient utilization of staff in carrying out assigned duties
  • Schedules staff to assist Bridge Commission maintenance supervisors, as needed;
  • Evaluating, recording and completing personnel performance assessments, using established processes;
  • Take and/or recommend disciplinary action, as appropriate, up to and including dismissal.

2.      Financial Management

  • Participate in developing annual cost effective staffing requirements;
  • Develop shift schedules to meet operational requirements and distribute same in a timely fashion;
  • Determine need and authorizes overtime, in a cost effective manner;
  • Record all employee hours worked and complete pay sheets, in accordance with CNS direction and processes;
  • Ensure all procedures are followed during the WO shift change and ensure that the banks are correct.

3.      Operations

  • Outside normal business hour, act as the senior management representative with the delegated authority to initiate action to correct Safety, Security or Operational Problems;
  • Responsible for the day to day shift operational direction and management of all CNS staff on the respective shifts;
  • Take corrective actions, or ensure corrective actions are taken, to minimize risk to HDBC patrons and CNS employees;  
  • Carry out, or cause to be carried out through subordinate staff, traffic control and enforcement in accordance with BDBC By-laws or Motor Vehicle Act, accident response and investigation, security patrols and emergency response procedures;
  • Implement Operational Procedures, Standard Operating Procedures, Operational Plans and CNS Site Work Instructions;
  • Maintains a harmonious and cooperative working relationship with HDBC Employees.

4.      Occupational Health and Safety

  • Provide leadership in developing and implementing safe work practices and accident prevention programs in conjunction with HDBC and CNS and take corrective actions with non-compliant employees, as need be;
  • Carry out facility and workplace inspections;
  • Carry out accident investigation claims and put in place corrective action to prevent a reoccurrence;
  • Ensures compliance with the HDBC and CNS OH&S procedures.

REQUIRED SKILLS, QUALIFICATIONS & EXPERIENCE

The incumbent must possess the following experience, skills and attributes:

  • High School Diploma or combination of related professional training and experience;

  • Two years of supervisory experience;

  • Ability to multi-task;

  • Coaching and conflict negotiation skills;

  • Demonstrated leadership;

  • Results focus with an attention to detail;

  • Experience in recruiting, staffing, coaching, disciplining and scheduling;

  • Demonstrated professionalism and sound judgement;

  • Demonstrated strong communication (oral and written) and listening skills;

  • Valid NS Driver’s License;

  • Demonstrated problem solving skills;

  • Well developed customer service skills,

  • Strong Computer skills and aptitude; and

  • MS Office suite product experience in Word, Excel and Outlook Express.
