Duties and Responsibilities

The Evidence Custodian is responsible for the proper handling, packaging, continuity and ensuring the final disposition of all evidence seized by MPs during the course of their investigations.  He/She is also responsible to provide advice and assistance, as applicable, to all members of FMP Section, Halifax, regarding proper packaging, identification and disposition of all these types of property.  In addition the Evidence Custodian is responsible for the registering and forwarding of all Found Property to the Base Property Custodian. 

Duties include but are not limited to:

  • Operate a computer, fax machine and photocopier as required. Should any of these systems fail, you are responsible to ensure the proper personnel are informed expeditiously to carry out necessary repairs;

  • Remain knowledgeable of all statutes pertaining to CFAO’s, DAOD’s, QR & O’s MARLANT Orders. Criminal Code, 004, Police Technical Directives and any other regulations as they pertain to the Evidence Custodian and the scope of his/her duties;

  • Each day check SAMPIS and the Found property box to determine if  property has been turned in that requires processing;

  • Ensure SAMPIS annotated for all property disposed of;

  • Each working day, check the temporary evidence lockers and process items that have been seized; 

  • Administer and maintain an Evidence Register, a drug register and notebook register;

  • When destroying Evidence, ensure proper authority has been received in writing as per 004 and the article is destroyed in the approved manner;

  • The destruction of all evidence must be witnessed and the continuity sheet annotated by the evidence custodian and the witness, The SAMPIS PC page must be annotated;

  • Ensure all evidence in recorded in SAMPIS properly and advise i/c Police Division of any problems;

  • Maintain the Continuity Sheets and the SAMPIS EC pages for all transactions involving the continuity of evidence;

  • Ensure all evidence is tagged and packaged properly;

  • Conduct research for new innovations in Evidence maintenance and investigations;

  • Provide assistance and advice to MPs regarding evidence matters and keep property management book updated;

  • Liaise with Court NCO reference the return/destruction of evidence involving Civilian Court:

  • Produce examples of Continuity Sheets required to be submitted by MP personnel.  Order evidence bags, gloves, tags, etc as required for MP personnel:

  • Draft letters required disposing of Evidence to appropriate disposal authorities;

  • Ensure drugs, money and weapons are stored IAW regulations and separately from other evidence

  • Maintain Evidence Room entry register and ensure everyone signs in and out;

  • Advise I/C Police Division of all deficiencies in regards to  Evidence within the Formation Halifax MP’s AOR;

  • Draft correspondence to Health Canada for disposal of drugs;

  • Complete certificates of destruction for disposal of MP notebooks;

  • Maintain filing system for all correspondence relating to Evidence;

  • Issue MP notebooks on a one for one basis:

  • Review all SAMPIS entries pertaining to Lost & Found Property. Ensure property page is completed. Ensure GO is created for all items reported lost or found. Notify your Supervisor of deficiencies encountered and take appropriate action:

  • Administer and maintain a Found Property Register;

  • Promulgate all Found Property in the Base Routine Orders as required and keep a copy of the RO on files;

  • Administer and maintain a register for all Found property turned over to the Base Property Custodian;

  • Maintain filing system for all correspondence relating to Lost and Found property; and

  • Advise i/c Police Division on all deficiencies in matters regarding the collection, return/disposal of Found property within Formation Halifax MP’s AOR.

REQUIRED SKILLS, QUALIFICATIONS & EXPERIENCE

The incumbent must possess the following experience, skills and attributes:

  • Solid and demonstrated ability to multitask;

  • Solid and demonstrated computer skills and aptitude;

  • Demonstrated customer service focus;

  • Demonstrated  communication (oral and written) and listening skills;

  • Knowledge of micro-fiche, CF nominal rolls and NS license registrations would be an asset;

  • Professionalism and discretion are required; and,

  • Demonstrated attention to meticulous detail.

  • Previous CF work experience.

  • Former Police training & experience considered an asset.
